The successful completion of the statewide sensitization tour across the 17 Local Government Areas of Abia State represents a major milestone in the ongoing transformation of the Agricultural sector Equally,it signals not only the end of an extensive grassroots engagement process but also the beginning of a more structured, transparent, and data-driven approach to Agricultural development through the second phase of the Abia Agriculture Dynamic Database (AAD).

The tour, which covered Obingwa, Ugwunagbo, Isiala Ngwa North, Bende,Ohafia, and other LGAs, was a deliberate effort by the Abia State Ministry of Agriculture to deepen awareness, mobilize genuine farmers, and build confidence in the digital enumeration process.

Truthfully, the exercise brought the government closer to the grassroots, creating a platform for interaction, clarification, and renewed commitment among stakeholders.

Interestingly,a critical issue addressed during the sensitization exercise was the long-standing challenge of “portfolio farmers”—individuals who, in the past, positioned themselves as beneficiaries of Agricultural interventions without being actively engaged in farming. This practice often led to the diversion of government support away from genuine farmers, thereby undermining the impact of such programmes.

Infact, the introduction of the Abia Agriculture Dynamic Database is a direct response to this challenge. By ensuring that only verified and properly captured farmers are recognized within the system, the State Government is taking decisive steps to eliminate exploitation and restore credibility to agricultural interventions.

On the significance of the initiative, the Commissioner for Agriculture, Dr. Cliff Agbaeze, emphasized that the era of indiscriminate allocation of farm inputs and support is over. According to him, all interventions—whether from the Federal, State, or Local Government—will henceforth be strictly data-driven.

According to him, only farmers who are duly registered and captured in the Abia Agriculture Dynamic Database will be eligible to benefit from any form of government support because the approach guarantees transparency, fairness, and efficiency in the distribution of resources.

However, he acknowledged that the first phase did not capture all farmers, thereby creating the need for a more comprehensive second phase. It is in recognition of this gap that the Governor Dr. Alex Otti graciously approved funding for the continuation and expansion of the exercise.

Ultimately, this approval underscores the Governor’s unwavering commitment to inclusive governance and his determination to ensure that no genuine farmer is left behind. It also reflects his broader vision of repositioning Agriculture as a key driver of economic growth, food security, and rural development in Abia State.

The second phase of the AAD is expected to go beyond enumeration to include detailed profiling of farmers, their production capacities, and commodity specializations. This will enable the government to design targeted interventions, strengthen value chains, and optimize agricultural productivity across various communities.

More significant is the collaborative framework that has supported the success of the sensitization tour ranging from Local government authorities, traditional institutions, and farming communities.

Importantly, the role of the Ministry’s technical partner, Kitovu Technology, has remained central to the success of the initiative. Through its digital platform and expertise, Kitovu Technology has provided the technological backbone for data capture, management, and analysis, ensuring credibility, efficiency, and real-time accessibility of farmers’ information.

As the State prepares to officially flag off the second phase of the Abia Agriculture Dynamic Database, there is a renewed sense of purpose and direction within the Agricultural sector.

Gladly, the completion of the sensitization tour marks the end of one phase and the beginning of another—one that promises to redefine Agricultural governance in Abia State.
